The short answer
A VPN gives the device running Viber another network route. It cannot receive the activation SMS for you, change your registered number or provide Viber Out credit. Your primary phone and linked desktop can have different connections, so compare the actual device you use rather than assuming one working session covers both.

The details that make a difference
Activation needs number access
Viber’s activation guidance covers valid numbers, verification methods and retry limits. A VPN connection does not satisfy the ability to receive the code or remove an activation limit.
Viber Out is a separate calling product
Viber Out uses its own credit or plan for calls to telephone numbers. A HorizonVPN plan does not include that balance, and a credit or account problem can remain after the network is working.
Calls still consume internet data
Viber uses Wi-Fi or mobile data for internet calling. A VPN does not eliminate carrier data charges or roaming costs, so check the underlying connection before a long call abroad.

Will a VPN deliver my Viber activation SMS?
No. Ordinary SMS arrives through the mobile-number verification process, not the VPN tunnel. Check your number, reception and the verification method Viber offers, and respect any waiting period before requesting another code.
Why do messages work while calls fail?
Calls need a stable real-time connection and working audio permissions at both ends. Start with a short two-way audio call, then compare another route or network while keeping the same contact.
Does HorizonVPN include Viber Out credit?
No. Viber Out credit and plans are purchased separately from Viber. If app-to-app calling works but a telephone-number call fails, inspect your balance, account state and supported destination before changing the VPN.
Can desktop and phone use different routes?
Yes, they are separate devices with their own network connections. Connect HorizonVPN on the device you actually use. A browser extension does not route the Viber desktop application or your phone.
Should I deactivate Viber before testing?
No. Start with reopening, permissions and connection comparisons. Deactivation can affect account data and paid calling credit. Review Viber’s current backup and account guidance before any destructive step.
