Fire, carpets and tea

A warm country with a guarded network

From the old walled city of Icherisheher to the Caucasus villages of Khinalug, Azerbaijan is a place people fall for. Staying informed and private online there should be just as easy.

Odlar Yurdu

Azerbaijan is called the Land of Fire. Natural gas seeps from the hillside at Yanar Dag, and the Ateshgah temple near Baku was tended by fire-worshippers for centuries.

Woven geometry

Azerbaijani carpet weaving is on UNESCO's intangible heritage list. Each region has its own medallions and colours, from Guba to Karabakh.

The nar

The pomegranate has a place in cuisine, poetry and Goychay's Nar Bayrami festival, recognised by UNESCO as living cultural heritage.

The armudu glass

Tea served in pear-shaped glasses is part of a tradition of hospitality and conversation, recognised by UNESCO.

The record

Blocking, surveillance,
and a shrinking press.

Public research records selective filtering and temporary platform restrictions. A working VPN route may help with some blocks; it cannot restore a disconnected network or remove device spyware.

Summary of public reporting by press-freedom and digital-rights groups. Not an exhaustive list.

2017

Independent outlets blocked

Access to several news sites, including Azadliq, Meydan TV, Turan TV and Azerbaijan Saati, was blocked by order of a Baku court, under provisions of the law on information. Press-freedom groups criticised the move.

Sept 2020

Restrictions as fighting begins

When fighting broke out on 27 September, monitoring groups reported restrictions on social media and messaging platforms, with access returning in stages afterwards.

2021

Spyware reports

Investigations by Amnesty International, Citizen Lab and media partners reported that Pegasus spyware had been used against Azerbaijani journalists and activists.

2023–24

Raids on newsrooms

Press-freedom groups reported searches of independent outlets such as Abzas Media and detentions of journalists at Toplum TV and Meydan TV.

Honest limit: a VPN protects your traffic in transit. It cannot remove spyware already installed on your phone. Keep your operating system updated and treat unknown links with suspicion.

What you're up against

Six pressure points on Azerbaijani internet freedom

Blocking by court order

Research documents court-ordered blocks on independent media. Availability varies by network and time.

Media registration rules

A 2022 media law introduced a state registry for journalists and outlets. Critics say it gives officials leverage over who can report.

Targeted spyware

Reporting by Amnesty International and Citizen Lab found Pegasus infections on devices of Azerbaijani journalists and activists.

Pressure on independent media

Several newsrooms have been searched and staff detained in recent years, pushing more reporting to exile and diaspora outlets.

Different networks, different results

OONI observed different results across providers. Compare another trusted network before assuming a service itself is unavailable.

Traffic shaping

Community reports describe stalled connections and buffering. These accounts do not prove the cause; compare networks and connection compatibility options.

Access can vary

Services people want reliable access to

Whether a site works depends on your carrier, the day and the service itself. These examples explain common access and privacy needs.

Independent and exile news

Meydan TVAzadliqTuran TV

Historical reports document restrictions on independent outlets. Use trusted sources and check current availability.

Social media and messaging

FacebookInstagramYouTubeWhatsApp

OONI documented temporary social-platform restrictions in 2020. Current availability can vary; prepare a second way to contact family.

International broadcasters

RFE/RLBBC

Public-interest broadcasters whose availability readers say varies by network and over time.

Streaming and sport

Formula 1 TVNetflix

Rights are licensed by region, so what plays can depend on where you are and which network you are on.

Service names are examples of what users ask about, not a statement that any of them is currently blocked in Azerbaijan. Availability changes without notice; check the service's own terms and local law before relying on access.

15 specific problems

Small audiences, real friction

Beyond headline blocks, people in and from Azerbaijan run into narrow, everyday problems. Each one below is labelled by how well it is evidenced, and historical incidents carry their dates.

Match information fails to load

A gaming page may fail while other sites work. This is an illustrative troubleshooting scenario, not a verified block on HLTV.org.

What helps:Compare another trusted network and a VPN route. A failed page alone does not establish a block.

How Horizon helps

Built for networks that filter

Connection options for difficult networks

Try the connection compatibility options available in your HorizonVPN app when a route fails. No mode guarantees access on every carrier.

Independent reporting, privately

A VPN encrypts traffic between your device and its server and may offer an alternative route to news sites. Availability can still vary.

Private messaging connections

A working VPN route may help when a messaging service is selectively filtered. Use end-to-end encrypted apps for message privacy.

Understand your privacy

Review HorizonVPN's privacy policy for information about data handling. A VPN does not hide your account identity or SIM registration.

Visiting or living there

Business travellers, energy-sector workers, conference delegates and remote workers run into the same four things.

01

Install before you land

Set up Horizon and sign in before you fly. App stores and download sites can be slow on some networks, so keep an installer handy from our downloads page.

02

Protect hotel and venue Wi-Fi

Race weekends, conferences and festivals mean thousands of people on shared networks. Connect to the VPN before opening sensitive accounts.

03

Plan for local apps

Some local apps may reject VPN connections. Current HorizonVPN clients do not support split tunneling; use a trusted network if you need to disconnect temporarily.

04

Update your device

A VPN cannot remove spyware. Install operating system updates promptly and seek specialist help if you suspect a compromised device.

Frequently asked questions

Can I rely on a VPN in Azerbaijan?

VPN websites and connections can be restricted, and availability differs by network. Check current local requirements and service terms. A VPN does not make prohibited activity lawful or guarantee access.

Which services have been restricted?

Reports have documented temporary restrictions on messaging and social platforms around sensitive events, as well as blocks on some news and circumvention websites. This is historical context, not a live blocklist.

Will a VPN work during a total internet shutdown?

No. A VPN needs an existing internet connection. If the carrier disconnects the network entirely, the VPN cannot restore it. Keep offline maps and an alternative contact plan.

Can my carrier see that I am using a VPN?

Your carrier can see an encrypted connection to a server and may identify it as VPN traffic. Encryption protects the traffic inside the tunnel, but it does not hide your SIM registration or account identity.

Does a VPN protect me from Pegasus or other spyware?

No. Spyware runs on your device and may read data before it is encrypted. A VPN protects traffic in transit. Keep your phone updated and seek specialist help if you suspect compromise.

What if my bank or taxi app rejects the VPN?

Current HorizonVPN clients do not support split tunneling. If you must disconnect for a local app, use a trusted network and reconnect afterward. The browser extension routes browser traffic only; it does not protect other apps.

Which server location should I choose?

Start with the app's recommended connection. Compare available locations and connection compatibility options if it is slow or unavailable. Performance depends on your carrier, distance and server load.

My VPN is stuck on Connecting. What should I try?

Update the app, try available connection compatibility options, and compare mobile data with Wi-Fi. Contact support if both fail. A stalled connection alone does not establish whether the network, device or software is responsible.

Can I use HorizonVPN with Setanta Sports?

Setanta prohibits VPN access. For a wrong-region error at home, compare another internet connection and contact Setanta support. Check subscription renewal before travelling outside supported countries.

Where can I read about HorizonVPN data handling?

Read our privacy policy for data collection, processing and retention details. VPN encryption alone does not mean that no data is processed or retained.
