Etisalat (now branded e&) and du are the UAE's only two ISPs. Both are majority government-owned. Both implement the same TRA-mandated VoIP block. What the law says
Article 9 of Federal Decree-Law No. 12/2016 prohibits using any means to access blocked services, including VPNs. Prosecution is possible alongside the fine. The law was specifically written to cover VPN use after usage spiked during the 2016 telecom regulation review.
In practice
Individual prosecutions are rare and typically target people using VPNs to commit fraud, access LGBTQ+ content, or make calls that Etisalat/du can identify as VoIP. However, the law is in force and ISP-level DPI can flag standard VPN protocols. Detection risk is real — especially with OpenVPN or WireGuard.
Why stealth matters
Both Etisalat and du deploy deep packet inspection that can identify OpenVPN, WireGuard, and most standard VPN protocols by their handshake and packet patterns. The TRA's filtering system extends well beyond voice calls — into political speech, identity, journalism, and morality. For most expats, VoIP is the immediate pain point. But the system behind it reaches much further.
LGBTQ+ Content
LGBTQ+ relationships are criminalized under UAE federal law. All dating apps (Grindr, Scruff, Hornet) are blocked. Content portraying same-sex relationships is filtered. Criminal penalties can include imprisonment and deportation for expats.
Political Dissent
Criticism of UAE leadership, ruling families, or government policy is blocked and criminally prosecuted under Cybercrime Law No. 5 of 2012. Several people have received lengthy prison sentences for social media posts. VPN use for political speech is particularly scrutinized.
Content Critical of UAE
International news articles, human rights reports, and documentaries critical of UAE labor conditions, foreign policy, or governance are filtered. Al Jazeera (Qatar-owned) has been blocked for extended periods.
Gaming & VoIP Workarounds
In-game voice chat (Discord, TeamSpeak, Xbox party chat) is blocked because it routes over VoIP protocols. Competitive gamers and remote workers are affected equally.
Gambling
Online gambling is illegal and all gambling platforms are blocked. This includes sports betting sites that are legal in most other countries.

VPN Questions Specific to the UAE
Is using a VPN legal in the UAE?
Using a VPN is technically illegal in the UAE if it is used to access blocked services or commit activities that are illegal under UAE law. Federal Decree-Law No. 12 of 2016, Article 9, provides for fines up to AED 2,000,000. In practice, enforcement against individual expats is rare and typically occurs when VPN use is incidental to another prosecution (fraud, accessing LGBTQ+ content, etc.). Why can't I make WhatsApp calls in the UAE?
WhatsApp voice and video calls are blocked at the ISP level by both Etisalat and du under a TRA mandate. The official justification is "regulatory compliance," but the economic reality is that WhatsApp calls would replace the expensive per-minute international calling plans that generate billions in revenue for the two state-owned ISPs. WhatsApp text messages are allowed because they don't compete with the ISPs' calling revenue.
