Etisalat (now branded e&) and du are the UAE's only two ISPs. Both are majority government-owned. Both implement the same TRA-mandated VoIP block. HOW THE DUOPOLY CONTROLS YOUR INTERNET
All internet traffic flows through Etisalat or du. Both block VoIP. Neither faces competition.
FEDERAL DECREE-LAW NO. 12 OF 2016 · ARTICLE 9
Article 9 of Federal Decree-Law No. 12/2016 prohibits using any means to access blocked services, including VPNs. Prosecution is possible alongside the fine. The law was specifically written to cover VPN use after usage spiked during the 2016 telecom regulation review.
Individual prosecutions are rare and typically target people using VPNs to commit fraud, access LGBTQ+ content, or make calls that Etisalat/du can identify as VoIP. However, the law is in force and ISP-level DPI can flag standard VPN protocols. Detection risk is real — especially with OpenVPN or WireGuard.
Both Etisalat and du deploy deep packet inspection that can identify OpenVPN, WireGuard, and most standard VPN protocols by their handshake and packet patterns.
