Local connection tips across Kazakhstan
Land of the great steppe

Kazakhstan deserves an open internet

Grassland, mountains, desert and a long tradition of hospitality. From a family call to a work meeting, a private connection belongs in everyday life.

The shanyrak

The circular crown of a yurt appears on Kazakhstan's coat of arms. It is a symbol of home, family and a shared sky.

The steppe eagle

A soaring eagle appears beneath the sun on the flag. Berkutchi, the hunters who train golden eagles, still ride out each winter in the Altai.

The dombra

Two strings, a long neck, and a thousand years of epics. Kazakh kuy music is carried on the dombra, and it is played at nearly every gathering.

The apple's homeland

Almaty's name is linked to alma, 'apple'. The wild apple forests of the Tian Shan are the ancestors of the apples in your kitchen.

January 2022

The week the
country went silent.

During the January 2022 unrest, a nationwide shutdown disrupted communication for several days. Families, journalists and businesses lost access to everyday online services.

Jan 2

Protests begin in Zhanaozen

A sharp rise in the price of liquefied petroleum gas, which many drivers use as fuel, triggers demonstrations that spread across the country within 48 hours.

Jan 5

The internet goes dark

As unrest reaches Almaty, mobile and fixed internet is cut nationwide. Authorities declare a state of emergency and the government resigns.

Jan 6–9

A country without a connection

With networks unavailable, messaging, online payments and remote work become difficult. A VPN cannot restore a disconnected carrier network.

Jan 10–11

Partial, selective restoration

Connectivity begins to return, with recovery varying by network and location. The diagram illustrates the disruption rather than measured traffic.

Honest limit: when a carrier switches the network off entirely, no VPN can connect. A VPN may help with selective filtering, but cannot restore connectivity at the source.

The 2019 certificate incident

The certificate the whole web refused.

In 2019, some providers asked users to install a government root certificate that could intercept HTTPS traffic. Browser makers rejected it. Keep your browser updated and do not ignore certificate warnings.

2015

An earlier certificate proposal

An earlier attempt to add a government root certificate to browser trust stores raised concerns about interception.

July 2019

Revived in Astana

Mobile and fixed carriers, led by Kazakhtelecom, tell customers in the capital to install a 'national security certificate' to visit HTTPS sites.

Aug 2019

The browsers say no

Mozilla and Google announce blocks against the certificate, including when it has been installed manually.

What you're up against

Six pressure points on Kazakh internet freedom

Messengers and video during unrest

Telegram, WhatsApp, Signal, YouTube and social platforms have been reported throttled or blocked around protests in 2019 and 2022.

Independent and opposition media

Sites of outlets critical of the government, and exile media such as Radio Azattyq, have been blocked at times and reappear on mirrors.

ID-linked SIM cards

Mobile numbers are tied to a national ID, so your phone connection is personally identifiable to the carrier by default.

'False information' laws

Online speech can carry legal consequences. Check current local rules before publishing sensitive content; a VPN does not change those rules.

A concentrated backbone

State influence over network infrastructure remains relevant, even as the mobile market has diversified. Your route still depends on the available carrier network.

Deep packet inspection

Network research has documented TLS interference and interception. Keep software updated and try another available connection mode if a route fails.

Access can vary

Services people want reliable access to

Whether a site works depends on your carrier, the day and the service itself. These are common reasons to want a reliable, private connection.

Messaging and video

TelegramYouTube

The first services people report trouble with when networks are congested, throttled or restricted around sensitive events.

Developer downloads

GitHub

Releases, packages and updates come from large shared hosts. If downloads stall or fail on your carrier, routing through a VPN is a common first thing to try.

Independent news

MeduzaViceKloop

Availability varies across networks and over time. Use trusted links and keep your browser updated when reading independent reporting.

Films and sport

Match TVKinopoisk

Streaming rights are licensed by region, so what plays can depend on where you are and which network you are on.

Crypto exchanges

CoinbaseKraken

Exchanges change which countries they serve as rules evolve. Always follow each service's terms and local law; a VPN does not change identity checks or eligibility.

Service names are examples of what users ask about, not a statement that any of them is currently blocked in Kazakhstan. Availability changes without notice; check the service's own terms and local law before relying on access.

Media, students, remote work

Almaty

The country's digital heart

Students, media workers and remote teams move between campus, home and café Wi-Fi. Keep a consistent privacy setup across those networks.

How Horizon helps

Built for networks that push back

Connection options for difficult networks

Try the connection compatibility options available in your HorizonVPN app when a route fails. No mode guarantees access on every carrier.

Private messaging connections

A working VPN route may help when a messaging service is selectively filtered. Use end-to-end encrypted apps for message privacy.

Independent reporting

A VPN encrypts traffic between your device and its server and may offer an alternative route to news sites. Availability can still vary.

Understand your privacy

Review HorizonVPN's privacy policy for information about data handling. A VPN does not hide your account identity or SIM registration.

Visiting or living there

A practical checklist
for Kazakhstan.

Business travellers, oil and gas rotators, students and remote workers all run into the same four things.

Go to downloads
01

Install before you land

Download pages and app stores can be slow or unavailable during unrest. Set up Horizon and sign in before you fly, or grab an installer from our downloads page.

02

Protect hotel and airport Wi-Fi

Almaty and Astana airports, cafés and tour-bus hotspots are shared networks. Connect to the VPN before opening sensitive accounts.

03

Plan for local banking apps

Some banking, e-government and delivery apps may reject VPN connections. Current HorizonVPN clients do not support split tunneling; use a trusted network if you need to disconnect temporarily.

04

Mind your SIM

Buying a local SIM requires passport registration. A VPN encrypts traffic to its server; it does not remove SIM registration or make you anonymous.

Frequently asked questions

Can I rely on a VPN in Kazakhstan?

VPN websites and connections can be restricted, and availability differs by network. Check current local requirements and service terms. A VPN does not make prohibited activity lawful or guarantee access.

Will a VPN work during a total internet shutdown?

No. A VPN needs an existing internet connection. If the carrier disconnects the network entirely, the VPN cannot restore it. Keep offline maps and an alternative contact plan.

Can my carrier see that I am using a VPN?

Your carrier can see an encrypted connection to a server and may identify it as VPN traffic. Encryption protects the traffic inside the tunnel, but it does not hide your SIM registration or account identity.

Which services have been restricted?

Reports have documented temporary restrictions on messaging and social platforms around sensitive events, as well as blocks on some news and circumvention websites. This is historical context, not a live blocklist.

What if Kaspi, my bank or eGov rejects the VPN?

Current HorizonVPN clients do not support split tunneling. If you must disconnect for a local app, use a trusted network and reconnect afterward. The browser extension routes browser traffic only; it does not protect other apps.

Which server location should I choose?

Start with the app's recommended connection. Compare available locations and connection compatibility options if it is slow or unavailable. Performance depends on your carrier, distance and server load.

Should I install HorizonVPN before travelling?

Yes. Download from the official page, sign in and test a connection before departure. Save offline copies of tickets, maps and important contact details in case connectivity is disrupted.

Where can I read about HorizonVPN data handling?

Read our privacy policy for data collection, processing and retention details. VPN encryption alone does not mean that no data is processed or retained.
