HorizonVPN is incorporated in the British Virgin Islands (BVI), which has no mandatory data retention laws and is outside the jurisdiction of the 5 Eyes, 9 Eyes, and 14 Eyes intelligence-sharing alliances.

What this means for you

  • No government can compel us to hand over user data we don't have
  • We are not subject to US, UK, EU, or other mass surveillance programs
  • In the rare case of a valid legal request, we can only provide account registration details (email) — no usage data exists to hand over
  • We publish privacy and infrastructure information at horizonvpn.org/audit-report

We have never received a National Security Letter or equivalent gag-ordered government demand. We will publish a warrant canary notification if this ever changes.
